The Transport Stream (TS) is a stream definition which is tailored for communicating or storing one or more programs of coded video and other data in environments in which significant errors may occur.

TS coding layer allows one or more programs (a program is a collection of program elements such as video, audio and ancillary data) to be combined into a single stream of packets.

Data from each elementary stream are multiplexed together with information that allows synchronized presentation of the elementary streams within a program.

All TS packets begin with a 4-byte header.

The header contains a Program ID (PID) and a continuity_counter, which is used to detect continuity errors.

TS packet discontinuity is an anomaly that may occur during transmission or storage of Transport Streams due to packet reordering and packet loss.

The result of packet reordering or packet loss is usually visible / audible degradation of video / audio contained within the Transport Stream.

A CC (Continuity Count) error event therefore indicates possible degradation of user experience due to erroneous video / audio.

When carrying content in the form of Transport Stream over IP Multicast, inadequate performance of transport network may cause TS packet discontinuity (or CC error events).
